Introduction :  Handloom Sector of this district is the 2nd employment generating sector in rural economy. There are 21264 weavers and ancillary weavers and more than 30000 people engaged in this profession The weavers concentrated area are Bishnupur, Sonamukhi, Bankura, Indpur, Taldangra, Simlapal and Patrasayer Block. Cooperative Society, Cluster, SHG, Master weavers and individuals altogether exist in this district. The products of the cotton sector – Bed sheet, Bed cover, Dhuti, Gamchha and Home furnishings and for silk sector – Baluchari saree, Swarnachari, silk and Tassar than etc. Slik  weavers play major leading role in Bankura District . The Silk Baluchari saree is  the one of the world famous saree in the world, it has got Geograpical Indication(GI) mark on 01.06.2009. In around 1956 , production of Baluchauri saree was started at Bishnupur .Pit looms are mainly used in this District . The cotton weavers earh Rs. 150/- to Rs. 200/- per day and silk weavers for Rs. 250/- to Rs. 300/- per day.

♦Welfare Schemes :-

Old Age Pension to Handloom Weavers :-

    1. Handloom Weavers under Primary Weavers cooperative Society and attaining age of 60 years having 10 years continuous work.
    2. Benefit :-Rs. 1000/- per month.
    3. Weavers covered :- 373 (S.C – 1, General – 372)

♦Developmental & Market Promotion Schemes :

Fair/Mela:-

          1. District Level Event / Fair or Exhibition :- Last event was held on and from 06/09/2019 to 15/09/2019.and total sale of Handlooms goods was  37 lakh.
          2. State Level Fair in various District.
          3. Sale opportunity in Biswabanga Haat situated at Rajarhaaat, Kolkata.

NABARD FINANCE :- It is a working capital loan for production and marketing activity of the PWCS and financed by National Bank for Agriculture and Rural Development (NABARD) through District Central Co-Operative Bank.

Mudra Loan :

    1. Shishu – Covering Loan upto 50000/-
    2. Kishor – Covering Laon upto 5 lakh
    3. Tarun – Covering Laon upto 10 lakh

Eligibility: –

      1. Non – defaulter Handloom weavers.
      2. Valid Weavers Card
      3. Other KYC related Documents.

Cluster Development Projects:-

    1. A scheme for overall development of Handloom Weavers, living in a area of 3 to 5 kilometer radius, and having same type of production and culture.
    2. Concentration of 300 to 500 Handlooms Weavers.
    3. Component area :- SHG formation, yarn depo apperation, skill-upgradation programme (Training in weaver, Dyeing, Designing and Managerial).
    4. Strategy emphasized on – a) Activities like Awareness workshop, Training and participation in fairs, Bayer seller meets etc. b) To enhance production through development at house hold level, and to provide machine & equipments at stake holder level and at CFC. Weavers covered :- 3338

Group Approach Project under I.H.D.S:-

    1. Projects for the Handlooms Weavers remaining outside the cluster and other concentrated areas.
    2. Beneficiary limit per project :- 20- 100 weavers.

MARKETING INCENTIVE :– 10% Grant of total sale (excluding sale amount to apex body) of the primary weavers co-operative society in a year.Rs. 37.13 lakhs received as central grant for the year 2019-20.

HANK YARN PASSBOOK :- Supply of yarn to the handloom weavers, society, self-help group & clusters @10% subsidy directly by National Handloom Development Corporation.A yarn Passbook will be issued by NHDC.

Some of the significant achievements in the Handloom sector of Bankura District are given below…

In the year (2019-20), total no. of beneficiary was 379 no., amount utilized – Rs. 33.22 Lakh ,@ Rs. 1,000/- / month / beneficiary.

2.

Sramik Suraksha Yojana(SSY) :-

In the year (2019-20) total no. of enrolments has been done for 648 beneficiaries.

Rastriya Swastha Bima Yojana( RSBY) :-

Under RSBY ,in the year (2019-20), total no. of beneficiary was 4943 no.

MGBBY & PMJJBY:-

(a) In the year(2018-19), total no. of enrolment was 2025 no.

(b) Under Death Claim benefit,-

In the year (2018-19), total no. of beneficiary was- 9 no.& amount received – Rs. 18.00 lakh.

Tantisathi & Supply of Pit Loom and Accessories to loomless weavers :-

In the year ( 2015-16), Tantisathi scheme was introduced and in the year ( 2015-16) & ( 2016-17), total 2256 no. of beneficiary received 2256 sets of Pit Looms & Accessories, amounting to Rs. 318.85850 lakh & in the year ( 2018-19), total 299 no. of beneficiary received 299 sets of Pit Looms & Accessories, amounting to Rs. 38.92980 lakh only.

Before implementation of this scheme , most of the beneficiaries were with defunct/ unusable looms & some beneficiaries were engaged in Master Weavers looms. After implementation of this scheme, they are working on their own looms & they are working for more hours i.e. mandays has been increased by 25%.

Marketing Incentive Scheme :-

In the year (2019-20), total no. of beneficiary was- 15 no. PWCS & amount utilized – Rs. 23.522 lakh.

Interest Subsidy :-

In the year (2019-20), total no. of beneficiary was- 01 no. PWCS & amount utilized – Rs. 0.23 lakh.

Handloom Census:-

As per 4th Handloom census started on 04/08/2017 and completed on 13/12/2017 total No. of enrolment of Handloom weavers and allied workers are 8848 and 12416 respectively.

Cluster Dev. Projects under IHDS :-

In the year (2010-11), IHDS scheme availing 2 no. ongoing Cluster and this time wages of weaver was Rs.135/- Day .But in the year ( 2012-13) ,4 no. of clusters with 1550 beneficiary were started & Rs. 191.30437 lakh was utilized from ( 2012-13) to ( 2017-18) wages of weavers has been increased to Rs. 225/- Per day, because of they are working together and they are availing marketing opportunity of Cluster with the help of Common Facility Centre(CFC) and other benefit provided by the Government. Work stated w.e.f. 19/12/2019 and Tentative date of completion within 90 days.

Tant Bastra Mela-2019,Bankura: –

One Mela has been arranged in Bankura District w.e.f. 06/09/2019 to 15/09/2019, 31 PWCS/Cluster/SHG participated, total Sale generated 36.75 lakh.

Camp procurement of Baluchauri, Swarnachari, Printed Silk,etc:-

In the year 2019-20 Tantuja, Manjusa, Paschin Banga Reshem Shilpi Samabay Mahasangha Ltd. Have procure Baluchauri, Swarnachari, Printed Silk,etc. amounting 1.0 Cr (Approx.)
