Preface:
Backward Classes Welfare & Tribal Development Department under Government of West Bengal has been serving the Scheduled Castes, Scheduled Tribes and Other Backward Classes of West Bengal through its wide range of different welfare activities and schemes. Bankura is that very District which provides a vast field for this Department to render various supports and facilities to the Scheduled Castes, Scheduled Tribes and Other Backward Classes people by means of providing Scholarship, Hostel facilities, Bi-cycles for Educational Support or by providing Financial support for Income Generation & Poverty Alleviation or as Old Age Pension to Tribal People or by providing Infrastructural Facilities for up gradation of rural connectivity, living standards or by enthusiasing the Cultural Activities of Tribal people through organizing One Act Drama Competition, Observing Hul Diwas or by generating awareness for Socio-cultural Integration through Inter Caste Marriage or for Prevention of Atrocities. This booklet will reflect all those schemes and activities running at present under the supervision of the District establishment of the Backward Classes Welfare Department.
1. Sikshashree :-
“Sikshashree” is a type of Pre-Matric Scholarship for the Day Scholar students of SC & ST category studying in classes V to VIII. The objective of the scheme is to provide financial assistance through individual bank accounts of the SC/ST students to minimize the incidence of drop-out at Pre-Matric level. Following table shows the eligibility criterion and category-wise rate of grant for this scholarship along with the achievement of Bankura District on Sikshashree for the financial year 2019-20

2.Scholarship through OASIS :-
i.Pre Matric Scholarship to SC/ST students reading in class-IX & X :-
The main objective of this scheme is to encourage the SC/ST students for continuing in classes IX & X and to reduce drop out, especially in the transition from the elementary to secondary stage. ii.Post Matric Scholarship to SC/ST/OBC students reading in class-XI & onwards :-
The objective of the scheme is to provide financial assistance through bank accounts to the SC/ST/OBC students studying at post matriculation or post secondary stages to enable them to pursue higher studies. The amount of scholarship admissible for each catagory has been indicated below. The following table also specifies the achievement of Bankura District on Post Matric Scholarship to SC/ST/OBC students reading in class-XI & onwards for the financial year 2019-20 .

3.Merit Scholarship Schemes for SC & ST students :-
This Scholarship is provided to encourage the meritorious SC/ST students to carry on their studies with a better projection towards education. This Scholarship is of following two types-
(1) Merit scholarship scheme for SC/ST students reading in classes IX to XII; and
(2) Merit Scholarship Scheme for SC/ST girl students reading in classes V to X

5.Hostels :-
Different types of hostel facilities are provided to SC/ST students in Bankura District to assist them in taking elementary/secondary and higher education from those educational institutions that are far distant from their residence. 6.ST Old Age Pension :-
Under this schemes Scheduled Tribes(ST) beneficiaries coming from below the poverty line families of rural areas with the age of 60 years or above are provided an amount of Rs.1000/- (Rupees One Thousand) only per month per head as pension. Following table reflects the present status of this scheme in Bankura District ;

7.Forest Rights Act, 2006 :-
The main objective of this process is to recognize forest rights of the Scheduled Tribes and Other Traditional Forest Dwellers, who have been living inside forest areas or using forest resources for their main livelihood.
8.Inter Caste Marriage :-
An Inter-caste marriage, Scheme means a marriage in which one of the spouses belongs to Scheduled Caste and the other belongs to a Non- Scheduled Caste. The marriage should be valid as per the law and duly registered under the Hindu Marriage Act, 1955.
In this year 20 couple getting incentive of Inter Caste Marriage. Rs. 30000/- per couple.
9.Developmental Schemes :-
Through certain developmental schemes of BCW Dept. area development, infrastructure development, income generation or poverty alleviation are done with specially in tribal dominated areas. Types of schemes are stated below categorically besides the achievements during 2015-16 ;
i.Grants under Art. 275(1) of the Constitution :-
This scheme is essentially used for creation and up-gradation of critical infrastructure required to improve the economy of tribal areas. This scheme is mainly meant for the Community Development in ITDP areas, Service-deficient tribal area and other non-scheduled areas.
ii.Special Central Assistance to Tribal Sub Plan (SCA to TSP) :-
Special Central Assistance to Tribal Sub-Plan (SCA to TSP) is mainly utilized for implementation of various Income Generation Programmes through Infrastructure Development Schemes, through supporting the activities of SHGs or through providing Vocational Training Programmes. This scheme assures 100% subsidy to bring the ST families above the poverty line.
iii.Special Central Assistance to Scheduled Caste Sub Plan (SCA to SCSP) :-
Special Central Assistance to Scheduled Castes Sub-Plan (SCA to SCSP) is mainly utilized as subsidy dovetailing with the Bank Loan to bring the poor SC families above the poverty line through Infrastructure Development Schemes, Family Oriented Economic Development Schemes(Income Generation Schemes) or through providing Vocational Training Programmes for BPL SCs.
