The need for  and  benefit  of  use  and  application  of  ICT  tools in all areas of human endeavour is too obvious to need elucidation.It adds a special dimension in a district like Bankura – long regarded as backward across all parameters of material development and enrichment for the people.

With  application of  ICT  tools  there is a  profound  change in the quality and  texture of local administration as it has helped in extending and  enabling access to  critical  and useful information by the common people.

The state-of –art ICT tools introduced by NIC has marked a new beginning and ensured steady and sustained progress in formulation,  implementation and delivery mechanism to the  end beneficiary—the  citizens of this district.

The areas are of work brought under the IT coverage in this district are wide and varied and it is on the  increase  steadily.  A few  remarkable  work-areas and  benefits accrued thereby are   outlined below.

 

1.              Name Of the Office / Department / Section : National Informatics  Centre, Bankura

Nature Of services Provided : Development of  Information System &  utilization of Information  Resources is  the  main  strategic  duty of  NIC,  Bankura.  To  introduce Information   Technology   (ICT  Tools)   for   informatics   development  in   District Administration, NIC, Bankura is providing a Satellite based Computer Communication Network  (NICNET)  facilities at  District for  accessing  Internet and  E-mail facilities. Apart from Communications of  official  and  other  information  through satellite link, NIC, Bankura is  helping  District  Authorities  by  providing  necessary IT support to various projects being run in the  District Administration also  utilized by some offices namely  CMOH-III,  Socio Economic & Evaluation  Branch,  Agricultural  Marketing, DIC,  DRDC,  Zilla Parishad,  Land  Records,  Land Acquisition,  Consumer  Affairs Department,  District Court etc.  With  support of the  District  Administration,   NIC, Bankura has  developed  and implemented Software packages as well as  MIS reports generated by NIC, Bankura  have been extremely useful to the  District Administration    in formulating various development schemes and  systematic  service to public with in     a rigid time frame.

   Computerisation of PROFLAL(COPIS) 

 Sector / Department : Panchayat & Rural Development Department
 Objective :

During  the  end   of  the  year  2003   NIC, Bankura  has taken  the responsibility of  computerization  of PROFLAL  (Provident Fund   for Landless Agricultural Laboures) for the District Administration This Proflal project is made by the  Govt. of  West Bengal for the agricultural  labourers   who  are   living  below   poverty    line i.e. who     are  enlisted in  BPL  (below  poverty line) list.  This  scheme  has     been  initiated by  Government of  West Bengal  to  improve their economic condition.   This SW is  successfully running in almost    all the  blocks  of  West  Bengal  for the last six years. The block level  users can  dowbload  this  SW  from  www.bankura,gov.in with valid User-ID and password. 

            Computerisation of Post Matric System(PMSMS)

 Sector / Department : Backward Class Welfare Department
Objective :

It is sad but true that  even after  so many years of  independence;    the status of lives of a vast majority of our countrymen  belonging    to SC/ST/OBC leaves a lot to be desired. All-out efforts are being made  to  effect a  qualitative  change  in  their  lives  through   the formulation   and   successful   materialization   of   schemes  and programmes  launched  at the  Central and  State Govt levels. The District  level  agency  is  the  Office  of  the  (Project Officer cum   District  Welfare   Officer)    PO  cum  DWO,   (Backward  Class   Welfare) BCW which is  entrusted  with the  implementation of all  such   programmes.   This   Post   Matric   Scholarship  Software   is  successfully  operational  in   most  of  the   districts  of  West Bengal  for  the  last  few years. This application SW can also be downloaded  from  the  website  www.bankura.gov.in  with  valid User-ID and password.

   Computerisation Of Agronomist & Evaluation Branch

 

Sector / Department : Directorate Of Agriculture
Objective :

The  Computerisation  of  Socio-Economic  and   Economic and Evaluation  Branch  at  Bankura  District  has made a reat impact on  Citizen  Service to  the common  people at  Grass Root level. This is  related to   “FARM  MANAGEMENT  STUDY”   which  has general  objectives  like  generation  of  Farm  Income (profit) making,  and  also  cost  Data  for used by  Government Officials   in  analysis,  policy  making,  extension  of  knowledge based  on research in agriculture, long term planning strategy viz   educating farmers to  improve  the  economic  condition  through a realistic knowledge of agricultural  cost and income.

   Agrimarketing S/W

 

Sector / Department : Directorate Of Agriculture
Objective :

The   ‘Agmark’  i.e.  Agricultural  Marketing  Information  System (AGMARKNET)  –  A  project  of  Directorate  of   Marketing  & Inspection, Department of  Agriculture and Co-operation, Ministry  of Agriculture, Govt. of India.

Through  the  S/W  each  wholesale  market is required to build up information on daily basis like, (i) Commodity-wise quantity arrival (ii) Commodity-wise  general trend (over supplied, under supplied, normal) (iii) Variety-wise, origin-wise, grade-wise minimum prices, maximum prices, modal prices (iv) Transport use.  

  Soil based Fertilizer Recommendation System (STFRS)

 

Sector / Department : Directorate Of Agriculture
Objective :

The STFRS  information  system has  been  installed  in  Soil  Testing Department, Bankura, Government of West Bengal during April-2007. After  testing  the  soil  for a  particular  area  by  this department, this information system processes the data and recommends the nature of soil and correspondingly the fertility status of the soil to the cultivator or to the common people.

     Computerisation Of Registration Document

 

Sector / Department : Office of the Sub-Registrar
Objective :

Finance Department,  Government of  West Bengal has taken steps to introduce ICT tools to make its registration offices more efficient and prompt.The first step towards this is to computerize the market value registers  available  at  each  registration  Offices.  This work has been off-loaded   and   it   is  expected  that   vendors  shall  be  working at hundreds of places distributed widely  throughout the state.  National Informatics Centre, West Bengal State Centre,  Government of India has developed CORD_MVDP software.

                 Consumer Affairs Department Software

Sector / Department : Consumer Affairs Department
Objective :

 NIC, WBSC  has  developed  the  Softwares of  Consumer Affairs Department to deal with the cases of CA & FBP (Consumer Affairs &  Fair   Business   Practices)  like  Case  Filing,   Pending  Report, category-wise  pending  status,  List  of  disposed  cases along with Report generation. Another S/W Cash Account of Legal Metrology has  also  been  installed  at  their  offices  which   takes  care of the accounting part only of the Legal Metrology Department.

               Computerisation Of Salary Accounts

Sector / Department : Finance Department
Objective :

The Computerisation of Salary Accounts (COSA) has  been installed in   nearly 190  State Govt. Offices,  including,   all the  22 blocks, all 22 BL&LRO  offices  along with three SDL&LRO  Offices, in  all  the BMOH offices along with CMOH office,Medical College & Hospital in  Bankura  and  in  2 Sub-divisional  Hospitals,  in  all  the  22  CDPO offices,  in  all  the  Registration offices in the blocks along with their District Offices, PWD offices like Irrigation, Roads, Electrical, Civil, CADA  etc.   and  in all the  offices   like  Bankura Collectorate,   Land Acquisition,  Excise, PHE, Handloom, BLDO offices and  in all the three SDO offices  in Bankura  district. At present most of the  offices  have  switched  over  to  Bank  ECS payment system by using this SW.

             Treasury Information System

Sector / Department : Finance Department
Objective :

The Computerised Treasury Information System has already been started at Bankura District from 01/11/2000 . The on-line Treasury Information System based on Client – Server model. This S/W has organised according to the different level of users like Receiving Clerk, Dealing Assistant,  Accounts Clerk, Treasury Officer, & Cheque printing users.

              MP Local Area Development Scheme (MPLADS)

Sector / Department : Planning Department
Objective :

The fund received by District Administration for the Local MPs on MP’s Local Area Development of this district are entered into the software of NIC and scheme-wise expenditure are being entered into this software. Various types of reports are being generated for sending the to New Delhi .

              Bhu Adhigrahan

Sector / Department : Land Acquisition Department
Objective :

For the creation of industry or for promoting business  or for making greater and easy communication between main city and the remote places it is absolutely necessary to acquire land by the Government  and correspondingly to provide appropriate compensation to the land losers as per land pattern with the current market rate. This Bhu-Adhigrahan system has served the purpose for land acquisition by the Government.

                VAHAN For Registration of Vehicles

Sector /Department : Regional Transport Office
Objective :

NIC in collaboration with Ministry of Road Transport and Highways has developed National Level Transport Software namely VAHAN for registration of vehicles.This S/W VAHAN is customized and implemented and running successfully in Bankura like other RTOs of West Bengal. This software is very much useful for issuance of New Registration Certificate, Renewal/Re-Registration, Issuance of Duplicate Registration Certificate, Certificate of fitness,  Addition/Cancellation/Continuation of Hypothecation, Conversion, Alteration, Vehicle particulars, Tax collection, Change of Ownership, Change of Address etc.

                    POSTAL PENSION

Sector / Department : Block Development Office
Objective :

This S/W is designed to generate bills in respect of payment to postal pensioners. In addition specimen Money Order forms are also printed through this S/W for disbursal of money to the beneficiaries after deduction of commissions as applicable. This application is running in client Server Environment.

                 CHMS (CORRECTIONAL HOME MANAGEMENT SYSTEM)

Sector / Department : District Jail (Correctional Home)
Objective :

The CHMS S/W is broadly classified into module correctional home inmate information system which is further sub classified into sub modules like Data Entry , Query, Reports, Administrations etc.

      It helps in generating

Ø      Court case base reports

Ø      Medical check up reports

Ø      Work assessment reports

Ø      Online help which will guide user while using CHMS

               E-Courts (Case Information System)

Sector / Department : District Court (Case Information System)
Objective :

Under NeGP as a MMP, it is proposed to implement ICT in Bankura Judiciary. The project scope to install and implement automated decision making and decision support system in 01 District Court in Bankura and 02 subordinate courts in Bishnupur and Khatra. Bankura District Court is already operational and process going on to operationalise Bishnupur & Khatra Sub-Divisional Courts.

      It helps in generating

Ø      To help Judicial. 

Ø   To provide access to legal and judicial databases to the Judges.

Ø      To help Judicial Administrations of the courts in streamlining their  day-to-day activities.

Ø     To assist Judicial Administration in reducing the pendency of cases.

Ø     To provide transparency of information to the litigants.
